The White House Office of Management and Budget released a roughly 400-page regulatory proposal this week that would require all federal grants to be approved by appointed officials and aligned with the administration’s stated policy priorities. Grants could be denied or revoked for a range of criteria, including DEI initiatives and affiliations with certain outside organizations. Unlike the executive orders that preceded it, this is a proposed regulation — potentially broader in reach and more difficult to challenge legally. The OMB aims to finalize it by October. For nonprofits that rely on federal funding, it’s a development worth watching closely.
An Executive Order issued in August 2025 introduces changes to how federal grants are reviewed and approved. Among the key provisions: agencies are now asked to ensure that grantmaking efforts align more directly with stated federal policy priorities. Political appointees are expected to play a larger role in the oversight process.
